Pennsylvania Uses the Uniform Construction Code
Pennsylvania's Uniform Construction Code governs building-code requirements statewide, but administration is usually local: the Commonwealth reports that more than 90% of municipalities administer and enforce the UCC locally, either directly or through certified third-party agencies.
Do Not Confuse Building Code With Zoning
Your municipality may also regulate setbacks, accessory-building location, use, height and lot coverage through zoning. Building-code approval does not replace zoning approval.
There Are Limited Exceptions
Pennsylvania law contains specific exceptions for certain structures and uses, but they should not be generalized to every pole barn. For example, state materials describe a limited UCC exemption for qualifying pole barns on agricultural fairgrounds used for agricultural and public-display purposes.
